What is a COAD?

Community Organizations Active in Disaster, or COAD, is a group of organizations, businesses, nonprofits and individuals working together to plan community responses to a variety of emergency and disaster situations.

The Dubuque COAD is an umbrella organization of existing agencies or groups that assist others in times of disaster. Each member organization maintains its own identity and independence, yet works closely with others to improve service, maximize resources, and eliminate unnecessary duplication.

COAD Sub-Committees:
The COAD operates with two Co-Chairs that plan and lead the bi-annual COAD meetings, as well as draft and circulate agendas and minutes. There are 20 organizations that serve on 9 sub-committees collectively and collaboratively conduct the works of the Dubuque COAD. Committee Chairs are responsible for planning and leading meetings as needed and provide updates at the bi-annual meetings. Sub-committees include:
